STATE OF HAWAII

A BILL FOR AN ACT

 

 

RELATING TO MEDICAL RESIDENCY PROGRAMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The legislature finds that the growing shortage of qualified physicians in Hawaii is a matter of statewide public concern.  The coronavirus disease 2019 (COVID-19) pandemic highlighted the critical need to address this shortage.  Currently, the State lacks enough residency programs to accommodate many of the university of Hawaii's medical graduates.  The lack of residency training opportunities forces many new physicians to leave the State.

     The legislature further finds that federal funding supports only a small portion of the costs of post-graduate medical training.  Further, the amount received from federal sources falls far short of what is needed to support and expand residency training programs in the State's teaching hospitals.  The legislature believes that creating additional training opportunities is an essential first step in attracting and retaining qualified physicians.

     Accordingly, the purpose of this Act is to provide additional long-term funding to Hawaii's teaching hospitals to support and expand their residency training programs.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for supporting and expanding physician residency training programs in Hawaii's teaching hospitals; provided that no funds shall be released unless matched dollar-for-dollar by private funding sources.

     The sums appropriated shall be expended by the medical education council in cooperation with the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
