A BILL FOR AN ACT

 

 

relating to the cooling initiative.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 47, Session Laws of Hawaii 2016 (Act 47), appropriated $100,000,000 for the installation of air conditioning units in the State's public schools.  In appropriating these funds, the legislature recognized that air conditioning helps to preserve and protect the health of students and teachers and fosters a more comfortable and productive learning environment.

     The legislature further finds that the funding appropriated by Act 47 was exhausted after air conditioning units were installed in approximately nine hundred classrooms, leaving numerous public schools, including many on the island of Hawaii, still without heat abatement.

     Accordingly, the purpose of this Act is to appropriate funds for the installation of air conditioning units in department of education schools on the island of Hawaii.

     SECTION 2.  The legislature encourages the administrative services assistants for all public schools on the island of Hawaii to apply at the earliest possible date for an electrical assessment by the department of education to determine whether any electrical safety mitigation is necessary prior to installing air conditioning units.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $9,642,000 or so much thereof as may be necessary for fiscal year 2020-2021 for the installation of air conditioning units in department of education schools on the island of Hawaii.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.  Any funds not expended or encumbered as of July 1, 2022, shall lapse to the credit of the general fund.

     SECTION 4.  This Act shall take effect on July 1, 2020.
