A BILL FOR AN ACT

 

 

relating to electric vehicles.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 291C-1, Hawaii Revised Statutes, is amended by amending the definition of "neighborhood electric vehicle" to read as follows:

     ""Neighborhood electric vehicle" means a self-propelled electrically powered motor vehicle to which all of the following apply:

     (1)  The vehicle is emission free;

     (2)  The vehicle is designed to carry [four] six or fewer persons;

     (3)  The vehicle is designed to be and is operated at speeds of twenty-five miles per hour or less;

     (4)  The vehicle has at least four wheels in contact with the ground;

     (5)  The vehicle has [an unladen] a fully laden weight as specified by the manufacturer of less than [one thousand eight hundred] three thousand pounds; and

     (6)  The vehicle conforms to the minimum safety equipment requirements as adopted in the Federal Motor Vehicle Safety Standard No. 500, Low Speed Vehicles (49 C.F.R. 571.500)."

     SECTION 2.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.

Report Title:

Neighborhood Electric Vehicles; Definition; Passenger Capacity and Weight

 

Description:

Increases the maximum passenger capacity of neighborhood electric vehicles from 4 to 6. Increases the maximum weight of neighborhood electric vehicles from 1,800 pounds unladen to 3,000 pounds fully laden.
