A BILL FOR AN ACT

 

 

RELATING TO PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The intent of this Act is to incentivize partnership and investment in programs specifically designed to assist the offender population in transitioning to the community in a safe, responsible manner.  These programs should include partnership with the department of public safety.  Funds will be released upon commitment of matching funds by an outside entity, public or private.

     The purpose of this Act is to provide matching funds for holistic treatment and support services designed to enable participants from the ex-offender population to achieve self-sufficiency. 

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 to match funds for competitively bid program expenses incurred for reintegration supports, job training, employment placement, and case management for persons convicted of crimes and re-entering the community; provided that the funds shall be released upon the commitment of outside private or public matching funds.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
