A BILL FOR AN ACT

 

 

relating to agriculture.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the agriculture industry is an important and vital part of the State's economy.  In order to sustain and expand the agriculture industry, the State must continuously invest in the basic infrastructure that supports thousands of acres of agricultural lands, including investments in irrigation systems for the purpose of efficiently delivering water to farmers and ranchers.

     The legislature finds that one of Hawaii's most important irrigation systems is the one hundred year-old Waiahole irrigation system, which services thousands of acres of productive agricultural lands in central Oahu and provides water to many agribusinesses.  Currently, a twenty-five mile stretch of the Waiahole irrigation system is in need of capital improvements to ensure that the water is transported and delivered efficiently to farmers and ranchers in central Oahu.

     The purpose of this Act is to authorize the issuance of general obligation bonds to appropriate general revenues for capital improvements to the Waiahole irrigation system for siphon replacements and other necessary improvements.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $2,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the following projects for the Waiahole ditch system.

     1.   Planning, Waiahole ditch system

          Planning of the siphon replacement

          and other necessary improvements          $  250,000

     2.   Designing, Waiahole ditch system

          Designing of the siphon replacement

          and other necessary improvements          $  250,000

     3.   Construction, Waiahole ditch system

          Construction of the siphon replacement

          and other necessary improvements          $1,500,000

     SECTION 3.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 4.  The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2011.
