A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR PRESIDENT THEODORE ROOSEVELT HIGH SCHOOL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that, founded in 1930 and situated in Makiki on the island of Oahu, President Theodore Roosevelt high school has grown to serve an enrollment of more than one thousand four hundred students.  The school's existing gymnasium and music building were constructed over fifty years ago and do not meet current department of education standards.

     The legislature provided funding for plans and design for a master plan for a new gymnasium, new music building, and additional on-site parking in Act 106, Session Laws of Hawaii 2012.  The final master plan, DOE Job No. Q22000-13, dated December 23, 2014, presented the preferred master plan for:

     (1)  A new gymnasium over a one-level parking structure at the site of the existing gymnasium; and

     (2)  A new two-story music building and repurposing of the existing music building.

     The legislature also provided funding for plans and design for a new gymnasium with locker rooms, classrooms, and other related facilities necessary to provide equitable opportunities for girls and boys in Act 49, Session Laws of Hawaii 2017.

     The legislature provided funding for design and construction of the new gymnasium, including parking below and around the gymnasium, and bus and vehicle access improvements in Act 40, Session Laws of Hawaii 2019.

     The purpose of this Act is to provide funding for the implementation of the master plan for the new gymnasium for President Theodore Roosevelt high school.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $18,000,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of financing capital improvement projects as follows:

1.   President Theodore Roosevelt High School

     A.   Design and construction for a new gymnasium with locker rooms, classrooms, and other related facilities; parking below and around the gymnasium; bus and vehicle access improvement to accommodate group drop-off and pick-up; ground and site improvements; and equipment and appurtenances.

                                      $18,000,000

          Total funding                              $18,000,000

     SECTION 3.  The sum appropriated for the capital improvement projects set forth in section 2 of this Act shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.


     SECTION 5.  This Act shall take effect on July 1, 2021.
