H.R. NO.

35

THIRTY-SECOND LEGISLATURE, 2023

H.D. 1

STATE OF HAWAII

HOUSE RESOLUTION

REQUESTING THE Executive Office of Aging TO CONDUCT A STUDY ON THE ADEQUACY OF ELDER CARE ON MOLOKAI AND LANAI, AND IN EAST MAUI.

WHEREAS, as Hawaii's population ages, the need for long-term care services and supports is also increasing; and

WHEREAS, elder care serves the needs and requirements of seniors to live comfortably and independently while receiving assistance with daily activities and health care; and

WHEREAS, on the neighbor islands, there are often few options for senior care facilities, with family members living miles, or even islands, apart; and

WHEREAS, Lanai, Molokai, and East Maui are some of the most rural communities in the State and may not currently have adequate facilities and services to meet their growing elderly populations; and

WHEREAS, the significant increase in Hawaii's elder population and increase in demand for facilities and services will require an ongoing commitment to ensure that Hawaii's kupuna, especially those who live on the neighbor islands, can receive adequate care; and

WHEREAS, an assessment on the adequacy of elder care services on the neighbor islands, particularly on Lanai and Molokai, and in East Maui, and how to improve elder care services will help the State meet the ongoing present and future needs of Hawaii's kupuna; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Executive Office of Aging is requested to conduct a study on the adequacy of elder care on the islands of Molokai and Lanai, and in East Maui; and

BE IT FURTHER RESOLVED that in conducting its study, the Executive Office of Aging is requested to include an investigation on how to quickly provide and finance, taking into consideration best practices, long-term care, including long term care services and supports in skilled nursing facilities, adult residential care homes, assisted living facilities, and elder care at home, for elderly individuals living on Molokai and Lanai, and in East Maui; and

BE IT FURTHER RESOLVED that the Office of Aging is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of the Executive Office of Aging.
