HOUSE RESOLUTION
URGING THE HONOLULU CITY COUNCIL TO EXTEND HISTORIC PROPERTY TAX EXEMPTIONS TO INFILL HOMES WITHIN THE EwA VILLAGES HISTORIC DISTRICT.
WHEREAS, homes situated on land within a built-up area for further construction, especially as part of a community redevelopment or growth management program, are known as infill homes; and
WHEREAS, infill homes are also referred to as homes located on empty land within an otherwise developed area; and
WHEREAS, infill homes are essential to renewing neighborhoods and in developing more prosperous communities; and
WHEREAS, infill homes in Ewa Villages' historic district are under the same construction and design constraints as the original plantation homes within the historical core; and
WHEREAS, since 1983, historic structures in all four of Hawaii's counties have been preserved as a result of thoughtful ordinances exempting historic residences from real property tax; and
WHEREAS, in 2004, the City and County of Honolulu also provided a 50 percent property tax exemption for historical commercial properties; and
WHEREAS, historical building codes are very
stringent, prohibiting homeowners from expansion, and establish strict
constraints on fencing, parking, and exterior facades; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-sixth
Legislature of the State of Hawaii, Regular Session of 2011, that the
Chairperson and members of the Council of the City and County of Honolulu are
urged to extend historic property tax exemptions to infill homes within the Ewa
Villages historic district; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu and the Chairperson and members of the Council of the City and Council of Honolulu.
