HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO ESTABLISH A SMALL BOAT HARBOR MANAGEMENT TASK FORCE.

 

 

 


     WHEREAS, small boat harbors and boating facilities are part of the State's ocean recreation and coastal areas programs and are managed by the Department of Land and Natural Resources' Division of Boating and Ocean Recreation (Boating Division); and

 

     WHEREAS, the proper operation and maintenance of small boat harbors allows the public to benefit from the State's natural marine resources by engaging in recreational boating, commercial and personal fishing, and maritime-related business operations; and

 

     WHEREAS, residents and visitors alike use boating facilities to participate in ocean-based activities, such as yacht races, canoe regattas, ocean swimming, and surfing and board sailing contests; and

 

     WHEREAS, inadequate management of state boating facilities has been a recurring problem, as cited in Auditor Report No. 01‑09, "Audit of the Management of State Boating Facilities by the Department of Land and Natural Resources"; and

 

     WHEREAS, care should be taken to address the management of state boating harbors and facilities, including exploring the development and potential implementation of alternative management methods; and

 

     WHEREAS, any action taken to address management problems should be collaborative, taking into account the recommendations and views of representatives of the Board of Land and Natural Resources, Hawaii Community Development Authority, Hawaii Tourism Authority, Office of Hawaiian Affairs, Hawaiian fishing and boating associations, the environmental community, and the tenants and users of State harbors and marinas; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Board of Land and Natural Resources is requested to establish within the Department of Land and Natural Resources a Small Boat Harbor Management Task Force; and

 

     BE IT FURTHER RESOLVED that the Task Force include representatives of the Department of Land and Natural Resources, Hawaii Community Development Authority, Hawaii Tourism Authority, Office of Hawaiian Affairs, one harbor tenant or member of a fishing and boating association of each county, and one member of the environmental community; and

 

     BE IT FURTHER RESOLVED that the Board of Land and Natural Resources complete the appointment of all members of the Task Force no later than forty-five days after the last day of the 2013 Regular Legislative Session and the Task Force convene its first meeting no later than thirty days after its last member is appointed; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
