HOUSE CONCURRENT

RESOLUTION

 

 

requesting the state and the city and county of honolulu to support a waste management system that equitably distributes its benefits and burdens across the community.

 

 

 


     WHEREAS, the leeward coast of Oahu is the location of two landfills: the Waimanalo Gulch Sanitary Landfill, owned by the City and County, which is the only licensed landfill on Oahu capable of receiving Oahu's total daily output of non-reusable municipal solid waste; and the PVT Landfill, owned by the PVT Landfill Co., Ltd., which is the only licensed landfill on Oahu capable of receiving Oahu's total daily output of non-municipal solid waste; and

 

     WHEREAS, the non-municipal solid waste deposited at the PVT Landfill is piled above-ground and includes construction waste, demolition waste, asbestos, petroleum contaminated soil, liquid waste and sludge, concrete construction debris with lead based painted surfaces, lead acid batteries, and waste containing less than 50ppm of polychlorinated biphenyl; and

 

     WHEREAS, a mere seven hundred fifty feet separates the PVT Landfill from single family dwelling residential units and churches, raising concerns that residents living in such close proximity to the landfill may be exposed to long term health risks; and

 

     WHEREAS, the State and the City and County of Honolulu acknowledge that the leeward coast is burdened as the locale of a major part of the waste management system of the City and County of Honolulu; and

 

     WHEREAS, the State and the City and County of Honolulu acknowledge that other communities on Oahu must share in the burdens of an effective and fair waste management system; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the State, through the Governor, and the City and County of Honolulu are urged to support a waste management system that equitably distributes its benefits and burdens across the community; and

 

     BE IT FURTHER RESOLVED that the State and the City and County of Honolulu are requested to support a user fee of $2 for each trash bin pickup of municipal solid waste and a daily tipping fee of $10 per ton of municipal solid waste to be deposited into the PVT Landfill; and

 

     BE IT FURTHER RESOLVED that the State and the City and County of Honolulu are requested to support the establishment of a special fund to receive those fees, which should be used to provide financial support to the Waianae Coast Comprehensive Health Center in its effort to increase the level of health care for the people of the leeward coast; and

 

     BE IT FURTHER RESOLVED that the State and the City and County of Honolulu are requested to support exemption of the residents of the leeward coast from Honokai Hale to Makua from the user fee of $2, since the health of these residents is placed at risk by living in close proximity to the landfills; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Health, the Mayor, the Council Chairperson, and the Director of Environmental Services of the City and County of Honolulu.
