HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE CONVENING OF A LEGISLATIVE WORKING GROUP TO ESTABLISH A PROCESS FOR DETERMINING A REPLACEMENT FOR THE STATUE OF SAINT JOSEPH DAMIEN DE VEUSTER THAT IS DISPLAYED IN NATIONAL STATUARY HALL.

 

 

 


     WHEREAS, upon becoming the Fiftieth State in 1959, the State of Hawaii selected the statues of Saint Joseph Damien de Veuster and King Kamehameha I to be provided for display in National Statuary Hall; and

 

     WHEREAS, in accordance with federal legislation enacted in 2000, any state may request the Joint Committee on the Library of Congress to approve the replacement of a statue a state has provided for display in National Statuary Hall under two conditions:

 

(1)  The request has been approved by a resolution adopted by the Legislature of the state and the request has been approved by the Governor of the state; and

 

(2)  The statue to be replaced has been displayed in the Capitol of the United States for at least 10 years as of the time the request is made; however, the Joint Committee on the Library of Congress may waive this requirement for cause at the request of a state; and

 

WHEREAS, there are other illustrious individuals who are also worthy of honor and recognition in National Statuary Hall "for their historic renown or for distinguished civic or military service"; and

 

WHEREAS, the decision to replace a statue of such noteworthy importance merits important discussion; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Senate President and the Speaker of the House are requested to convene a legislative working group to establish a process for determining a replacement for the statue of Saint Joseph Damien de Veuster that is displayed in National Statuary Hall; and

 

     BE IT FURTHER RESOLVED that the legislative working group is requested to consist of:

 

(1)  The committee chairs of the appropriate Senate committees, as determined by the Senate President; and

 

(2)  The committee chairs of the appropriate House committees, as determined by the House Speaker;

 

provided that the number of committee chairs for each house should number no more than four; and

 

     BE IT FURTHER RESOLVED that in establishing a process, the legislative working group may consider individuals worthy of such merit to replace the statue of Saint Joseph Damien de Veuster; and

 

     BE IT FURTHER RESOLVED that the legislative working group refer to the appropriate federal requirements and the procedure and guidelines in the "Procedure and Guidelines for Replacement of Statutes in the National Statuary Hall Collection"; and

 

     BE IT FURTHER RESOLVED that the legislative working group submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Senate President and the Speaker of the House of Representatives.
