HOUSE CONCURRENT
RESOLUTION
REQUESTING THE AUDITOR TO ANALYZE THE PROBABLE EFFECTS OF THE PROPOSED REGULATION OF archaeologists AND ASSESS WHETHER ITS ENACTMENT IS CONSISTENT WITH STATE POLICY.
WHEREAS, the legislature finds that archaeology is a profession that encompasses aspects of history, social science, engineering, and architecture; and
WHEREAS, improper handling of ancient bones and artifacts has led to a growing discord among the Hawaiian community and residents concerned with preserving the rich culture and history of the State; and
WHEREAS, the State has an interest in ensuring that historical artifacts and places are preserved for future generations; and
WHEREAS, archaeologists are currently an unregulated profession and section 26H-6, Hawaii Revised Statutes, requires that any new regulatory measure being considered for enactment in this State concerning heretofore unregulated professions and occupations must be referred to the Auditor for analysis; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Auditor is requested to conduct a sunrise analysis of the regulation of archaeologists as contemplated under H.B. No. , introduced during the Regular Session of 2010; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit any findings and recommendation, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
