HOUSE CONCURRENT
RESOLUTION
requesting the department of business, economic development, and tourism to identify possible State-owned land and establish a public-private partnership to build a race track facility on the island of oahu.
WHEREAS, racing has a rich history in Hawaii, with drag racing on the island of Oahu dating back to the early 1950s; and
WHEREAS, the Hawaii Raceway Park, which opened for operation in Campbell Industry Park in 1962 and closed in 2006, provided a safe and supervised location for people to operate a variety of vehicles, including drag racing cars, motorcycles, go karts, and street cars; and
WHEREAS, motor sports are immensely popular on Oahu and the closure of the raceway deprived Oahu residents of a facility at which to race legally and safely; and
WHEREAS, a raceway would provide an alternative to illegal street racing and other racing activities; and
WHEREAS, a race track on the island of Oahu would provide a gathering place for local racers and racing enthusiasts, as well as attract tourists; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Department of Business, Economic Development, and Tourism is requested to identify possible state-owned land to build a race track facility on the island of Oahu; and
BE IT FURTHER RESOLVED that Department of Business, Economic Development, and Tourism is requested to collaborate with racing enthusiasts and organizations to discuss racing needs on the island of Oahu; and
BE IT FURTHER RESOLVED that if the Department of Business, Economic Development, and Tourism identifies possible state-owned land, the Department is requested to enter into a public-private partnership by issuing a request for proposal to design, finance, and operate a race track facility on the identified state-owned land; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism.
