A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the second representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012.
1. To be expended by the University of Hawaii at Hilo:
A. Student housing
Planning and design $ 3,000,000
Construction 14,500,000 C
Construction 14,500,000 E
Total funding $32,000,000
B. Living learning center
Construction $4,000,000 C
Construction $4,000,000 N
Total funding $8,000,000
2. To be expended by the department of education:
Keaukaha elementary school, Hawaii
Construction and equipment for a 6,000 square foot full-service cafeteria.
Design $ 600,000
Construction 7,500,000
Equipment 1,000,000
Total funding $9,100,000
3. To be expended by the county of Hawaii:
Kapiolani street extension (Mohouli street to Lanikaula street), Hawaii
Design/survey $ 600,000
Construction 8,100,000
Total funding $8,700,000
4. To be expended by the department of land and natural resources:
Wailoa small boat harbor maintenance dredging, Hawaii
Dredging harbor entrance channel, portion between the entrance channel and groin, and Hilo downtown side of the groin on the Hilo bayfront for serious safety and protection of vessels transiting into and from the harbor.
Construction $1,200,000
Total funding $1,200,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2011.
