A BILL FOR AN ACT

 

 

RELATING to public employers.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 78-28, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§78-28[]]  In-service training programs.  (a)  Each director shall monitor, make recommendations, and develop policies and guidelines for suitable in-service training programs and activities so that the quality of service rendered by government employees may be continually improved.  Participating agencies may be charged fees for training programs.

     (b)  Each employer shall provide to each employee of the employer cardiopulmonary resuscitation and defibrillator training.

     (c)  As used in this section, "employer" does not include the respective mayor of each county or any individual representing one of the mayors or acting in the interest of one of the mayors in dealing with public employees."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the provision of cardiopulmonary resuscitation training pursuant to this Act.

     The sums appropriated shall be expended by the legislature for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the provision of cardiopulmonary resuscitation training pursuant to this Act.

     The sums appropriated shall be expended by the judiciary for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the provision of cardiopulmonary resuscitation training pursuant to this Act.

     The sums appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 5.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 6.  This Act shall take effect on July 1, 2023.
