A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Forty-eighth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $13,080,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the forty-eighth representative district, as follows:

1.   Ahuimanu elementary school, Oahu

     Plans, design, construction, and equipment for ADA accessible pathway from upper to lower campus for students, teachers, and community visitors.

     Plans                            $1,000

     Design                           $1,000

     Construction                   $297,000

     Equipment                        $1,000

          Total funding                       $300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Castle high school, Oahu

     Plans, design, construction, and equipment for resurfacing of all-weather track and artificial turf football field.

     Plans                            $1,000

     Design                           $1,000

     Construction                 $2,497,000

     Equipment                        $1,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Kahaluu elementary school, Oahu

     Plans, design, construction, and equipment for renovation of building A restrooms.

     Plans                            $1,000

     Design                           $1,000

     Construction                   $547,000

     Equipment                        $1,000

          Total funding                       $550,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Kaneohe elementary school, Oahu

     Construction and equipment for net zero portable classroom.

     Construction                 $1,080,000

     Equipment                       $40,000

          Total funding                     $1,120,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Kaneohe elementary school, Oahu

     Plans, design, construction, and equipment for covered play court and dining area; ground and site improvements; and equipment and appurtenances.

     Plans                           $10,000

     Design                         $500,000

     Construction                 $3,000,000

     Equipment                      $200,000

          Total funding                     $3,710,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kapunahala elementary school, Oahu

     Construction for net zero portable classroom.

     Construction                 $1,000,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Hawaii state hospital, Oahu

     Design and construction for stabilization and mental health crisis unit in Guensberg building.

     Design                         $100,000

     Construction                   $800,000

          Total funding                       $900,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

8.   Windward community college, Oahu

     Design and construction for the Windward community college agripharmatech bioprocessing facility

     Design                         $150,000

     Construction                 $2,850,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2021.
