A BILL FOR AN ACT
relating to THE countIES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 46, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§46- Planning
and permitting fines; discounts prohibited.
(a) Notwithstanding any
other law to the contrary, a county shall not authorize or accept a discounted
payment of a fine levied by the county department or agency that administers
planning and permitting.
(b) Any ordinance or rule that conflicts with
subsection (a) shall be void.
(c) As used in this section, "discounted payment" means a payment that is less than the full amount of a levied fine, but does not include partial payments if the full amount remains due."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
