A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that student success in high school and beyond is largely predicated upon adequate preparation.  This preparation, however, is difficult if the student is unaware of his or her strengths and weaknesses and schools and complex areas are unsure of how to make the most effective use of instructional resources.  For this reason, a comprehensive assessment program should be implemented to ensure that each student can gauge his or her academic development and each school and complex area can determine the most effective use of instructional resources to better prepare students and ensure their future success.

     The purpose of this Act is to require the University of Hawaii at Hilo college of continuing education and community service to establish a three-year pilot project that:

     (1)  Implements a comprehensive, empirically-based assessment program for certain students in grades seven, eight, and nine; and

     (2)  Undertakes a study of existing programs used in the public school system to enhance educational delivery to determine their effectiveness.

     SECTION 2.  (a)  The University of Hawaii at Hilo college of continuing education and community service shall establish a three-year pilot project to provide a comprehensive assessment program for public and public charter school students in grades seven, eight, and nine in complex areas on Hawaii Island.  The pilot project shall include the implementation of an assessment program that:

     (1)  Is empirically grounded;

     (2)  Is based on a curriculum that is aligned with common core state standards;

     (3)  Assesses educational attainment, development, and readiness in English, mathematics, reading, and science;

     (4)  Includes a multi-layered reporting process;

     (5)  Indicates student performance based upon achievement exams; and

     (6)  Includes consulting services for implementation and staff, school, and complex-area support.

     (b)  As part of the pilot project established under subsection (a), the University of Hawaii at Hilo college of continuing education and community service shall also undertake a study of existing programs used in the public school system to enhance educational delivery to determine their effectiveness.

     (c)  The University of Hawaii at Hilo college of continuing education and community service shall submit a progress report on the implementation of the pilot project established under subsection (a) and its impact on student achievement and high school readiness, as well as the results of the study required under subsection (b), to the legislature no later than twenty days prior to the convening of the regular session of 2014, and a final report, including any recommendations for legislation, no later than twenty days prior to the convening of the regular session of 2016.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2013-2014 to implement the pilot project established in section 2 of this Act.

     The sum appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013, and shall be repealed on June 30, 2016.
