A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Forty-third REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $39,882,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the forty-third representative district, as follows:

1.   Barbers Point elementary school

     Construction for Building I restrooms renovation, Building I re-roofing, resurfacing court, water line, Building H re-roofing, Building H restrooms renovation, wheel chair lift, replacing stage, and replacing airconditioning.

     Construction                 $1,145,000

          Total funding                     $1,145,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Maili elementary school

     Design and construction for safety improvements, such as building security screens, perimeter fencing, ground improvements near building F and P18, ground and site improvements, and security equipment and appurtenances.

     Design                          $40,000

     Construction                   $160,000

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Nanaikapono elementary school

     Design and construction for expanding parking and driveways to address student safety, ground and site improvements, and equipment and appurtenances.

     Design                          $50,000

     Construction                   $450,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Nānākuli elementary school

     Plans, design, and construction for grounds and site improvements and renovations, including installation of solar panels, restroom renovations, and other improvements due to the school's designation as an emergency shelter.

     Plans                           $58,500

     Design                          $58,500

     Construction                 $1,000,000

          Total funding                     $1,117,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Nānākuli high and elementary school

     Design, construction, and equipment for the performing arts center auditorium, ground and site improvements, and equipment and appurtenances.

     Design                       $1,500,000

     Construction                $33,400,000

     Equipment                      $100,000

          Total funding                    $35,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Nānākuli library

     Plans, design, and construction for grounds and site improvements, including installation of shade structures to utilize the outdoor space for library and farmer markets patrons.

     Plans                           $10,000

     Design                          $10,000

     Construction                   $400,000

          Total funding                       $420,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Waianae coast comprehensive health center

     Construction and equipment for renovations.

     Construction                 $1,166,597

     Equipment                      $333,403

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2020.
