A BILL FOR AN ACT

 

 

RELATING TO EMERGENCY MANAGEMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 127A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§127A-    Accessibility of emergency information.  (a)  The agency shall amend the state emergency alert system and state emergency management plans as necessary to conform to all current federal laws and regulations that ensure the accessibility of video programming that provides emergency information, including:

     (1)  Title 47 Code of Federal Regulations section 79.2 and other regulations enforced by the Federal Communications Commission; and

     (2)  Regulations enforced by the Department of Homeland Security and the Federal Emergency Management Agency.

     (b)  For the purposes of this section:

     "Emergency information" shall have the same meaning as in title 47 Code of Federal Regulations section 79.2(a).

     "Video programming" shall have the same meaning as in title 47 Code of Federal Regulations section 79.1(a)."

     SECTION 2.  This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2050.
