A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR A SHOOTING FACILITY IN WEST HAWAII ON THE ISLAND OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii island residents acquire six thousand firearms each year, adding to the estimated quarter million guns currently in their possession.  Ninety per cent of those firearms are rifles and pistols, for which no safe, legal, and publicly accessible shooting facility exists.  At risk of arrest and gun confiscation, Hawaii island firearms owners are left to discharge their legally owned firearms at numerous makeshift shooting ranges where personal injury and property damage have occurred, and remain major concerns.

     The legislature also finds that the development of a legal public shooting facility on Hawaii island has been discussed for several decades.  In 2004, Hawaii island residents formed a working group to determine user requirements for an island shooting facility, and to initiate effort towards its development.  Working group participants later incorporated as a nonprofit organization to better assist development of a public shooting facility.  In 2005, a barren lava field in the Puuanahulu state game management area on the northeast boundary of the Puuanahulu landfill, and south of the Blue Hawaiian heliport, was selected as the site for the proposed public shooting facility.  Between 2012 and 2015, three sound tests and two public hearings were conducted to gauge community support.  The development of a public shooting facility elicited unanimous public support at the public hearings.

     The purpose of this Act is to continue development of a Hawaii island public shooting facility by funding public outreach, planning, and an environmental impact statement.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for public outreach, planning, and an environmental impact statement for a public shooting facility in west Hawaii on the island of Hawaii.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on January 1, 2050.
