A BILL FOR AN ACT

 

 

RELATING TO WATERSHEDS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established a watershed task force within the department of land and natural resources for administrative purposes.

     (b)  The task force is established for the purpose of defining the term "watershed".

     (c)  The task force shall be composed of the following members:

     (1)  The chair of the senate committee on water and land or the chair's designee;

     (2)  The chair of the house committee on water and land or the chair's designee;

     (3)  The administrator of the department of land and natural resources' division of forestry and wildlife or the administrator's designee;

     (4)  The president of the University of Hawaii system or the president's designee; and

     (5)  The following individuals, whom the chairperson shall invite to serve as members of the task force:

          (A)  The Director of the United States Geological Survey Pacific Islands Water Science Center;

          (B)  A representative of the National Oceanic and Atmospheric Administration;

          (C)  Major public and private landowners in the State; and

          (D)  Members of Hawaii watershed partnerships.

     (d)  The task force shall select from among its members a chairperson and any other officers it deems necessary.

     (e)  Members of the task force shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.  No member of the task force shall be made subject to chapter 84, Hawaii Revised Statutes, solely because of that member's participation on the task force.

     (f)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than December 31, 2018.

     (g)  The department of land and natural resources shall provide administrative and clerical support to the task force.

     (h)  The task force shall cease to exist on June 30, 2019.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 for the administration and operation of the watershed task force.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
