A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


PART I

     SECTION 1.  The purpose of this part is to continue the work of the agriculture workforce development pipeline initiative to conduct training on all islands for teachers, school administrators, and students in agricultural self-sufficiency.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2018-2019 for the operations of the K-12 agriculture workforce development pipeline initiative.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this part.

     SECTION 3.  The department of labor and industrial relations shall submit an annual report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019 and each session thereafter regarding the effectiveness of the agriculture workforce development pipeline initiative in creating jobs.

PART II

     SECTION 4.  Act 163, Session Laws of Hawaii 2017, is amended by amending section 5 to read as follows:

     "SECTION 5.  There is appropriated out of the agricultural development and food security special fund the sum of $1,200,000 or so much thereof as may be necessary for fiscal year 2017-2018 [and the same sum or so much thereof as may be necessary for fiscal year 2018-2019] for the biosecurity program of the department of agriculture; provided that the [sums] sum appropriated shall be used for the following projects:

     (1)  $200,000 for import replacement of high-risk crops and $500,000 for the development of systems management to enhance pest management practices in agricultural production areas in coordination with agricultural commodity organizations;

     (2)  $100,000 for the development of quarantine treatment options;

     (3)  $100,000 for the development and implementation of diagnostics to quickly and reliably identify new and evolving pests and diseases;

     (4)  $200,000 for the improvement of productivity of inspection capacity within the plant quarantine branch; and

     (5)  $100,000 for public and agriculture industry education activities in coordination with agricultural commodity organizations.

     The [sums] sum appropriated shall be expended by the department of agriculture for the purposes of this Act."

     SECTION 5.  Act 163, Session Laws of Hawaii 2017, is amended by adding two new sections to read as follows:

     "SECTION 5A.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2018-2019 for the biosecurity program of the department of agriculture; provided that the sum appropriated shall be used for the following projects:

     (1)  $        for import replacement of high-risk crops and $        for the development of systems management to enhance pest management practices in agricultural production areas in coordination with agricultural commodity organizations;

     (2)  $        for the development of quarantine treatment options;

     (3)  $        for the development and implementation of diagnostics to quickly and reliably identify new and evolving pests and diseases;

     (4)  $        for the improvement of productivity of inspection capacity within the plant quarantine branch; and

     (5)  $        for public and agriculture industry education activities in coordination with agricultural commodity organizations.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 5B.  There is appropriated out of the pest inspection, quarantine, and eradication fund the sum of
$        or so much thereof as may be necessary for fiscal year 2018-2019 for the biosecurity program of the department of agriculture; provided that the sum appropriated shall be used for the following projects:

     (1)  $        for import replacement of high-risk crops and $        for the development of systems management to enhance pest management practices in agricultural production areas in coordination with agricultural commodity organizations;

     (2)  $        for the development of quarantine treatment options;

     (3)  $        for the development and implementation of diagnostics to quickly and reliably identify new and evolving pests and diseases;

     (4)  $        for the improvement of productivity of inspection capacity within the plant quarantine branch; and

     (5)  $        for public and agriculture industry education activities in coordination with agricultural commodity organizations.

     The sum appropriated shall be expended by the department of agriculture for the purposes of this Act."

PART IV

     SECTION 6.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 7.  This Act shall take effect on January 1, 2050; provided that section 4 shall take effect on June 30, 2050, and section 5 shall take effect on July 1, 2050.


 


 

Report Title:

Agriculture; K-12 Agriculture Workforce Development Pipeline Initiative; Clift Tsuji Act; Biosecurity Program; Appropriation

 

Description:

Appropriates funds to the Department of Labor and Industrial Relations for the K-12 agriculture workforce development pipeline initiative.  Requires annual reporting on the effectiveness of the initiative.  Amends Act 163, SLH 2017, by amending the funding source for appropriations made to the Department of Agriculture's biosecurity program.  Effective 1/1/2050, except section 4 effective 6/30/2050, and section 5 effective 7/1/2050.  (SD2)
