A BILL FOR AN ACT
relating to Voting.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 11, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:
"§11- Automatic voter registration upon issuance of civil identification card or driver's license; option to decline. The examiner of drivers of each county shall provide the respective county clerk with the voter registration information set forth in section 11-15(a) for each person who, on January 1, 2015, and thereafter, is issued a civil identification card pursuant to section 286-301 or a driver's license pursuant to section 286-109, no later than days after the date of issuance. The county clerk, in accordance with section 11-14, shall immediately register, in the general county register, each person whose information is provided by the examiner of drivers pursuant to this section; provided that the person to be registered:
(1) Will be eighteen years of age or older by the date of the next election, and is otherwise qualified to be registered;
(2) Is not already registered; and
(3) Has not, by a written communication submitted pursuant to procedures that the chief election officer shall establish, affirmatively declined to be registered under this section."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect upon its approval.
