A BILL FOR AN ACT

 

 

RELATING TO HIGHER EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that pursuant to Act 272, Session Laws of Hawaii 2013, $100,000 was appropriated for fiscal year 2013-2014 for a program coordinator and technical support staff member to support the establishment of an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college.

     The legislature further finds that the proposed aeronautical training program at the University of Hawaii at Hilo will offer a baccalaureate of science in aeronautical science, while the proposed aeronautical training program at Hawaii community college will offer an associate's degree in applied science in helicopter operations.  These proposed programs will begin in the fall of 2015 and spring of 2016, respectively.

     Pursuant to Act 272, two authorization to plan documents were prepared by the program coordinator to support the implementation of the international flight training center and associated aeronautical training programs.  These documents are currently in the final revision process and will be forwarded for review to the University of Hawaii system council of chief academic officers, as well as the University of Hawaii board of regents.  The program coordinator and technical support staff member will continue to work in conjunction with the chancellors of the University of Hawaii at Hilo and Hawaii community college.

     The purpose of this Act, therefore, is to appropriate funds for a program coordinator and technical support staff member to complete the studies and planning necessary for the aeronautical training programs' future implementation.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2014-2015 for a program coordinator and technical support staff member to complete the necessary planning required for an international flight training center and associated aeronautical training programs at the University of Hawaii at Hilo and Hawaii community college, including:

     (1)  Any necessary planning, designing, and minor repairs to existing facilities at the Hilo International Airport old cargo terminal for startup classroom and hangar facilities; and 

     (2)  Plan and administer the selection process to find one or more contracted partners to provide flight training services.

     The sum appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2525.
