A BILL FOR AN ACT
RELATING TO LONG TERM CARE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that virtually all of Hawaii's elders would prefer to age in place at home rather than in a care home or institution, and that many elders will require more intensive services and caregiving at the end of their lives. The legislature passed Act 224, Session Laws of Hawaii 2008, to address this concern. The Act established long term care policy goals, guiding principles, and a long term care commission to identify needed reforms of the long term care system including a five-year plan. The long term care commission expired in 2010.
The purpose of this Act is to require the executive office on aging to assess the progress made toward attaining the policy goals originally identified by the long term care commission and formulate additional recommendations as needed to accomplish these goals.
SECTION 2. The executive office on aging shall:
(1) Assess the progress made toward attaining the policy goals originally identified by the long term care commission pursuant to Act 224, Session Laws of Hawaii 2008;
(2) Formulate additional recommendations as needed to accomplish these policy goals; and
(3) Submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2020-2021 to the executive office on aging for the purposes of this Act.
The sum appropriated shall be expended by the department of health for the purposes of this Act.
SECTION 4. This Act shall take effect on December 31, 2059.
