A BILL FOR AN ACT

 

 

RELATING TO LEGISLATIVE TESTIMONY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  (a)  There is established a remote testimony task force to develop procedures to allow the public to submit testimony remotely via the Internet during legislative proceedings.

(b)  The task force shall comprise:

     (1)  A member of the senate to be selected by the senate president;

     (2)  A member of the house of representatives to be selected by the house speaker;

     (3)  The senate clerk;

     (4)  The house clerk;

     (5)  A representative from the senate data systems office;

     (6)  A representative from the house data systems office;

     (7)  The coordinator of the public access room of the legislative reference bureau;

     (8)  The chief information officer of the office of enterprise technology services; and

     (9)  A representative who has knowledge and experience with the barriers faced by hearing or vision impaired people.

     (c)  The members of the task force shall elect a chairperson from the members.

     (d)  The task force shall develop procedures to allow the public to submit testimony remotely via the Internet during legislative proceedings.

     (e)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     (f)  The task force shall cease to exist upon adjournment of the regular session of 2017.

     SECTION 2.  This Act shall take effect on July 1, 2030.

Description:

Establishes the Remote Testimony Task Force (Task Force) to develop procedures to allow the public to submit testimony remotely via the Internet during legislative proceedings.  Requires the Task Force to report to the Legislature prior to the 2017 Regular Session.  (HB1595 HD2)
