A BILL FOR AN ACT
RELATING TO HEALTH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there is a shortage of primary care providers, mental health care providers, and behavioral health treatment services in the State. One contributing factor to this shortage is the lack of locally-based training facilities.
The purpose of this Act is to increase access to primary care and mental health care providers, particularly for medically underserved residents, by appropriating funds to:
(1) Support and expand the University of Hawaii clinical psychology program and the Center for Cognitive Behavioral Therapy to provide a specialty program that trains students in the treatment of underserved populations;
(2) Support and expand the family medicine residency program of the University of Hawaii John A. Burns school of medicine's department of family medicine and community health to provide rural primary health care services; and
(3) Develop a permanent statewide rural primary health care training program to expand the rural health care training opportunities available for students in the family medicine residency program of the University of Hawaii John A. Burns school of medicine.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $_____________ or so much thereof as may be necessary for fiscal year 2013-2014 to support and expand the University of Hawaii clinical psychology program and the Center for Cognitive Behavioral Therapy to provide a specialty program that trains students in the treatment of underserved populations.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $___________ or so much thereof as may be necessary for fiscal year 2013-2014 to support and expand the family medicine residency program at the University of Hawaii John A. Burns school of medicine's department of family medicine and community health to provide rural primary health care services.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $_____________ or so much thereof as may be necessary for fiscal year 2013-2014 to develop a statewide rural primary health care training program to provide access to family physicians in rural areas and improve health care access for the people of Hawaii.
SECTION 5. The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 6. For the purposes of this Act, the University of Hawaii shall solicit and accept grants and donations from public and private sources, including maximizing the use of federal grants and matching funds.
SECTION 7. This Act does not change the standards of any medical residency program or affect the existing relationship between the University of Hawaii and the various hospitals and clinics that take part in any residency or training program.
SECTION 8. This Act shall take effect on July 1, 2013.
