A BILL FOR AN ACT

 

 

making an appropriation for emergency medical services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that emergency medical services are recognized as an essential service for reducing medical emergency deaths, injuries, and permanent long-term disabilities as a result of a patient's condition, natural disasters, or other causes.  The State contracts for emergency ambulance services for the counties of Hawaii, Maui, Kauai, and the city and county of Honolulu.

     The legislature further finds that the residents and visitors of the counties of Kauai and Hawaii would greatly benefit from the addition of one advanced life support ambulance within each county.  The population of these counties has significantly increased over the years, which has corresponded to an increased number of calls for emergency medical services.  The legislature notes that the counties of Kauai and Hawaii have not received additional ambulance resources since 1992 and 2005, respectively.

     The purpose of this Act is to appropriate funds to the department of health for operational costs for one twenty-four-hour, seven-days-a-week, ambulance unit for the county of Kauai and one twenty-four-hour, seven-days-a-week, ambulance unit for the county of Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,000,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the purchase of ambulance vehicles and the operational costs for two ambulance units, including equipment, supplies, and personnel costs for state-certified emergency medical services personnel, for one twenty-four-hour, seven-days-a-week, ambulance unit for the county of Kauai and one twenty-four-hour, seven-days-a-week, ambulance unit for the county of Hawaii.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
