A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that in Hawaii, the feral pig population has been particularly damaging on farms and ranches statewide, where their numbers have been growing exponentially.

     The legislature further finds that feral pigs pose a significant threat to local economies by destroying agriculture crops and livestock, damaging Hawaii's ecology by invasive seed dispersal and competition with native wildlife, and posing a threat to human health and safety.

     The purpose of this Act is to appropriate funds to the department of agriculture to develop an effective control plan for reducing the population of feral pigs statewide.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the department of agriculture in their efforts to:

     (1)  Provide grants for fencing;

     (2)  Provide grants for corral traps; and

     (3)  Introduce a program to reduce feral pig populations.

     The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2150.
