A BILL FOR AN ACT
RELATING TO DISCLOSURES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 26, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§26- Reporting requirement. (a) The department of Hawaiian home lands, department of land and natural resources, and office of Hawaiian affairs shall each submit an annual report to the legislature no later than twenty days prior to the convening of each regular session detailing the contracts for services to perform the statutory duties of the department or agency entered into by the divisions, offices, and programs contained therein that have the purpose of affecting the rights of Native Hawaiians. The report shall include:
(1) The names of the parties to the contract;
(2) The address and telephone number of each of the parties;
(3) The nature of the services contracted for;
(4) The amount of the contract to be paid or paid by the department or agency, including whether the contracting party is entitled to future revenues from the work performed; and
(5) Whether a third party facilitated the contract; provided that if a third party facilitated the contract, the report shall also include the third party's name, address, telephone number, and the value of the third party's services, including the amount that the third party is entitled to as a portion of revenues earned from facilitating the contract.
(b) The reports required under subsection (a) shall be cumulative for the past years."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 2030.

Description:
Requires the Department of Land and Natural Resources, Department of Hawaiian Home Lands, and Office of Hawaiian Affairs to submit annual reports detailing all contracts for services entered into that affect Native Hawaiian rights. Effective July 1, 2030. (HB1093 HD1)
