A BILL FOR AN ACT

 

 

RELATING TO INVASIVE SPECIES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The Hawaii invasive species council shall, in coordination with the economic research organization at the University of Hawaii, expand on the economic model formula that establishes the impact and cost of mitigating the most significant invasive species in the State.

     (b)  The Hawaii invasive species council shall submit a report of the economic model formula to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2015-2016 for the Hawaii invasive species council to contract with the economic research organization at the University of Hawaii for services to establish an economic model formula that establishes the impact and cost of mitigating the most significant invasive species in the State.

     The sum appropriated shall be expended by the Hawaii invasive species council for the purposes of this Act.

     SECTION 3.  (a)  The legislative reference bureau shall update its 2002 study "Filling the Gaps in the Fight Against Invasive Species" by reporting on:

     (1)  Mitigation and eradication efforts for the invasive species identified in its report;

     (2)  Funding provided by the legislature since fiscal year 2002-2003 to assist in mitigation and eradication efforts;

     (3)  The sufficiency of the funding; and

     (4)  The efficacy of the mitigation and eradication efforts.

     (b)  The Hawaii invasive species council shall cooperate with the legislative reference bureau and provide the legislative reference bureau with any information that is required to complete the update.

     (c)  The legislative reference bureau shall submit the updated component of its study to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     SECTION 4.  This Act shall take effect on July 1, 2015.

Description:

Appropriates moneys to the HISC to contract with UHERO to establish an economic model formula to establish the impact and cost of mitigating the most significant invasive species in the State.  Directs LRB to update its 2002 study to reflect costs and impact of mitigation efforts.  (SD1)
