Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development. Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments. Requires the Hawaii tourism authority to restructure the debt service for state obligations related to the convention center. Appropriates funds from the savings from any such restructuring to be deposited into the film, television, digital, and new media development special fund for fiscal year 2013-2014 and fiscal year 2014-2015. Appropriates funds from the special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities.
