Summary

Requires state contracts with privately owned prisons or out-of-state detention facilities that house Hawaii prisoners to contain a provision to ensure state access to all records of those contractors relating to daily prison operations and prison finances as they relate to Hawaii prisoners and detainees held by that prison or facility. (SD1)
