Summary
Prohibits a motor vehicle from being operated within one yard of a person operating a bicycle. Appropriates highway fund moneys for a grant-in-aid to the city and county of Honolulu to operate a van pool program on Oahu; subject to certain reporting requirements. Effective 7/1/2050. (SD2)
