Summary
Requires vacancies in the office of United States Senator to be filled by special election. Requires any vacancy in the office of State Senator or State Representative to be filled by special election if more than half of the term has not yet been served at the time of the vacancy. Establishes deadlines for holding special elections for vacancies in the foregoing offices and the office of United State Representative.
