A
RESOLUTION
Recognizing
and commending the Henry County Water and Sewerage Authority; and for other
purposes.
WHEREAS,
the Henry County Water and Sewerage Authority (HCWSA) was created by an Act of
the Georgia General Assembly in March of 1961, to provide water and sewer
services on behalf of the citizens of Henry County; and
WHEREAS,
over the course of 50 years, the HCWSA board of directors and management have
provided strong leadership and vision to carry out this mission, which also has
enhanced the economic development and quality of life in Henry County;
and
WHEREAS,
the Georgia Department of Community Affairs designated Henry County a
"WaterFirst" Community as a result of the memorandum of understanding between
the HCWSA and the Henry County Board of Commissioners to provide long-term water
resource planning and environmental stewardship; and
WHEREAS,
the Georgia Association of Water Professionals recently selected the HCWSA to
receive both the 2008 Water Distribution System of the Year and 2009 Wastewater
Collection System of the Year awards in Georgia; and
WHEREAS,
the United States Environmental Protection Agency has selected the HCWSA as a
"WaterSense" promotional partner for its advocacy in wise water use by
consumers; and
WHEREAS,
the Association of State Dams Safety Officials awarded the HCWSA its Southeast
Regional Award of Merit and recognized HCWSA General Manager Lindy Farmer for
being the longest tenured water utility general manager in Georgia for his 30
years as chief executive officer; and
WHEREAS,
the HCWSA has one of the highest bond ratings possible for a utility of its
kind, Aa2, reflecting its sound financial position and fiscally responsible
operations and governance; and
WHEREAS,
the HCWSA has more than 18 billion gallons of raw water storage to provide clean
drinking water for its citizens in one of the fastest growing counties in the
nation over the past two decades, without the need to increase the demand for
withdrawals from the Chattahoochee basin; and
WHEREAS,
the HCWSA has preserved more than 8,000 acres of green space, including
reservoirs, wetlands, forests, and other natural resources, forever protecting
these areas from encroachment or development; and
WHEREAS,
the HCWSA Cubihatcha Outdoor Education Center has been the focal point of public
outreach and education at the authority and has been recognized by the Georgia
Association of Water Professionals for providing the public education programs
of the year in the State of Georgia on two occasions.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body commend the Henry County Water and Sewerage Authority on 50 years of
quality service to the residents of Henry County and recognize the example it
has set for all water and sewer authorities in Georgia.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to the Henry
County Water and Sewerage Authority.
