Florida Senate - 2020 SJR 7062 By the Committee on Judiciary 590-03976-20 20207062__ 1 Senate Joint Resolution 2 A joint resolution proposing an amendment to Section 3 3 of Article XI of the State Constitution to revise 4 threshold requirements for the number of petitions 5 signed by electors needed in order for a citizen 6 initiative to amend or revise the State Constitution 7 to be placed on the ballot. 8 9 Be It Resolved by the Legislature of the State of Florida: 10 11 That the following amendment to Section 3 of Article XI of 12 the State Constitution is agreed to and shall be submitted to 13 the electors of this state for approval or rejection at the next 14 general election or at an earlier special election specifically 15 authorized by law for that purpose: 16 ARTICLE XI 17 AMENDMENTS 18 SECTION 3. Initiative.—The power to propose the revision or 19 amendment of any portion or portions of this constitution by 20 initiative is reserved to the people, provided that, any such 21 revision or amendment, except for those limiting the power of 22 government to raise revenue, shall embrace but one subject and 23 matter directly connected therewith. It may be invoked by filing 24 with the custodian of state records a petition containing a copy 25 of the proposed revision or amendment, signed by a number of 26 electors in eachof one halfof the congressional districts of 27 the state, and of the state as a whole, equal to eight percent 28 of the votes cast in each of such districts respectively and in 29 the state as a whole in the last preceding election in which 30 presidential electors were chosen. 31 BE IT FURTHER RESOLVED that the following statement be 32 placed on the ballot: 33 CONSTITUTIONAL AMENDMENT 34 ARTICLE XI, SECTION 3 35 PETITION THRESHOLD REQUIREMENTS FOR CITIZEN INITIATIVES. 36 Proposing an amendment to the State Constitution to require that 37 a specified number of petitions must be signed by the electors 38 in each congressional district of the state in order for a 39 citizen initiative to amend or revise the State Constitution to 40 be placed on the ballot.
