    1                       Senate Joint Resolution                      
    2         A joint resolution proposing the creation of Sections 
    3         8 and 9 of Article IX and the creation of a new 
    4         section in Article XII of the State Constitution to 
    5         require that 70 percent of school district funding be 
    6         expended for the purpose of supporting classroom 
    7         instruction and prohibit any school district from 
    8         paying its school administrative personnel or 
    9         noninstructional personnel more than three times the 
   10         average salary for teachers in the school district. 
   11   
   12  Be It Resolved by the Legislature of the State of Florida: 
   13   
   14         That the creation of Sections 8 and 9 of Article IX and the 
   15  creation of a new section in Article XII of the State 
   16  Constitution are agreed to and shall be submitted to the 
   17  electors of this state for approval or rejection at the next 
   18  general election or at an earlier special election specifically 
   19  authorized by law for that purpose: 
   20                             ARTICLE IX                             
   21                              EDUCATION                             
   22         SECTION 8. Funding for classroom instruction.—At least 
   23  seventy percent of the funding received by each school district 
   24  shall be expended for the purpose of supporting classroom 
   25  instruction. 
   26         SECTION 9. Compensation for school administrative personnel 
   27  and noninstructional personnel.—A school district may not 
   28  provide compensation to its administrative personnel or 
   29  noninstructional personnel in an amount greater than three times 
   30  the average salary of the teachers in that district. 
   31                             ARTICLE XII                            
   32                              SCHEDULE                              
   33         School district funding; limitation on compensation for 
   34  administrative and noninstructional personnel.— 
   35         (a) The requirement in Section 8 of Article IX that at 
   36  least seventy percent of school funding received by each school 
   37  district be expended for the purpose of supporting classroom 
   38  instruction and this section shall be applicable beginning with 
   39  the 2011-2012 school year. 
   40         (b) The prohibition in Section 9 of Article IX against 
   41  compensating school district administrative personnel or 
   42  noninstructional personnel in an amount greater than three times 
   43  the average salary of the teachers in the school district and 
   44  this section shall be applicable beginning with the 2011-2012 
   45  school year. 
   46         BE IT FURTHER RESOLVED that the following statement be 
   47  placed on the ballot: 
   48                      CONSTITUTIONAL AMENDMENTS                     
   49                    ARTICLE IX, SECTIONS 8 AND 9                    
   50                             ARTICLE XII                            
   51         MINIMUM REQUIREMENT FOR SCHOOL DISTRICT FUNDING; LIMITATION 
   52  ON COMPENSATIION FOR ADMINISTRATIVE PERSONNEL AND 
   53  NONINSTRUCTIONAL PERSONNEL.—Proposing an amendment to the State 
   54  Constitution to require that at least 70 percent of school 
   55  funding received by each school district be expended for the 
   56  purpose of supporting classroom instruction. This amendment also 
   57  prohibits a school district from compensating its administrative 
   58  personnel or noninstructional personnel in an amount greater 
   59  than three times the average salary of the teachers in the 
   60  school district.
