    2         An act relating to law enforcement officer
    3         certification revocation and accountability; creating
    4         s. 943.6872, F.S.; requiring law enforcement agencies
    5         to make reports concerning law enforcement officers
    6         with revoked certifications for misconduct to a
    7         specified national registry and to screen prospective
    8         law enforcement officers against such registry;
    9         authorizing the designation of comparable national
   10         registries; providing reporting requirements;
   11         providing an effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Section 943.6872, Florida Statutes, is created
   16  to read:
   17         943.6872Data collection; certification revocation;
   18  accountability.—
   19         (1)(a)Except as provided in paragraph (b), beginning
   20  January 1, 2022, each law enforcement agency shall provide data
   21  concerning any of the agency’s law enforcement officers who have
   22  had their certifications revoked for misconduct to the National
   23  Decertification Index (NDI) operated by the International
   24  Association of Directors of Law Enforcement Standards and
   25  Training. Each law enforcement agency shall also screen all
   26  prospective law enforcement officers against the NDI before
   27  hiring.
   28         (b)1.The department may designate a comparable national
   29  registry for law enforcement agencies to use when making reports
   30  and screening officers in compliance with this section.
   31         2.The Legislature may, by concurrent resolution, designate
   32  a different national registry for law enforcement agencies to
   33  use when making reports and screening officers in compliance
   34  with this section.
   35         (2)The specific data required, the reporting frequency,
   36  and the format required for reporting in compliance with this
   37  section shall be determined by the operators of the applicable
   38  registry.
   39         Section 2. This act shall take effect July 1, 2021.
