    1                        A bill to be entitled                      
    2         An act relating to newborn adrenoleukodystrophy
    3         screening; amending s. 383.14, F.S.; directing the
    4         Department of Health to expand statewide screening of
    5         newborns to include screening for adrenoleukodystrophy
    6         when adopted for inclusion on the federal Recommended
    7         Uniform Screening Panel; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (2) of section 383.14, Florida
   12  Statutes, is amended to read:
   13         383.14 Screening for metabolic disorders, other hereditary
   14  and congenital disorders, and environmental risk factors.—
   15         (2) RULES.—After consultation with the Genetics and Newborn
   16  Screening Advisory Council, the department shall adopt and
   17  enforce rules requiring that every newborn in this state shall,
   18  before prior to becoming 1 week of age, be subjected to a test
   19  for phenylketonuria and, at the appropriate age, be tested for
   20  such other metabolic diseases and hereditary or congenital
   21  disorders as the department may deem necessary from time to
   22  time. The department shall expand statewide screening of
   23  newborns to include screening for adrenoleukodystrophy as soon
   24  as adrenoleukodystrophy is adopted for inclusion on the federal
   25  Recommended Uniform Screening Panel. After consultation with the
   26  Office of Early Learning, the department shall also adopt and
   27  enforce rules requiring every newborn in this state to be
   28  screened for environmental risk factors that place children and
   29  their families at risk for increased morbidity, mortality, and
   30  other negative outcomes. The department shall adopt such
   31  additional rules as are found necessary for the administration
   32  of this section and s. 383.145, including rules providing
   33  definitions of terms, rules relating to the methods used and
   34  time or times for testing as accepted medical practice
   35  indicates, rules relating to charging and collecting fees for
   36  the administration of the newborn screening program authorized
   37  by this section, rules for processing requests and releasing
   38  test and screening results, and rules requiring mandatory
   39  reporting of the results of tests and screenings for these
   40  conditions to the department.
   41         Section 2. This act shall take effect July 1, 2015.
