Florida Senate - 2015 SB 412 By Senator Diaz de la Portilla 40-00474-15 2015412__ 1 A bill to be entitled 2 An act relating to alarm systems; amending s. 489.529, 3 F.S.; authorizing a local law enforcement agency to 4 establish a verification call program; providing 5 registration, application, and notification 6 requirements for such program; making technical 7 changes; providing an effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. Section 489.529, Florida Statutes, is amended to 12 read: 13 489.529 Alarm verification calls required.— 14 (1) All residential or commercial intrusion or burglar 15 alarm systemsintrusion/burglary alarmsthat have central 16 monitoring must have a central monitoring verification call made 17 to the premises generating the alarm signal before,prior to18 alarm monitoringmonitorpersonnel may contactcontactinga law 19 enforcement agency for alarm dispatch, except if an individual 20 has registered with the local law enforcement agency for a 21 verification call program. The central monitoring station must 22 employ call-verification methods for the premises generating the 23 alarm signal if the first call is not answered. However, if the 24 intrusion or burglar alarm system hasintrusion/burglary alarms25haveproperly operating visual or auditory sensors that enable 26 the monitoring personnel to verify the alarm signal, 27 verification calling is not required. 28 (2) A local law enforcement agency may establish a 29 verification call program under which an individual who resides 30 at a residential property with an intrusion or burglar alarm 31 system may register with the local law enforcement agency for 32 alarm dispatch before a verification call is made. 33 (a) To participate in the program, an individual must 34 register with the local law enforcement agency on an application 35 form or in an electronic format prescribed by the local law 36 enforcement agency and provide a primary and secondary telephone 37 number to be used for verification calls. 38 (b) Under the program, alarm monitoring personnel, upon 39 receiving an alarm signal, must immediately notify the local law 40 enforcement agency of the alarm signal and then contact the 41 primary and secondary telephone numbers on file. 42 Section 2. This act shall take effect July 1, 2015.
