Requiring that each school district have an overall ratio of at least one certified school counselor for every 400 students; requiring that each elementary, middle, and high school within the school district have a specified maximum ratio of certified school counselors to students; requiring that each school have a minimum of one full-time certified school counselor and assign additional half-time or full-time certified school counselors only after reaching the maximum ratio; prohibiting certified school counselors from being used as support staff for administrative duties, etc.
