Summary

Creates the "Deaf and Hard-of-Hearing Children's Education Bill of Rights." Provides findings and purpose. Recognizes the unique communication needs of deaf and hard-of-hearing children and encourages the development of a communication-driven and language-driven educational delivery system in the state. Requires the Department of Education to develop a communication model to become part of the individual education plan process for deaf and hard-of-hearing students.
