Provides that certain child care facilities, large family child care homes, and family day care homes that are accredited by a nationally recognized accrediting association may apply to the DCFS to receive a "Gold Seal Quality Care" designation. Provides for certain household children to be included in calculations regarding the capacity of licensed family day care homes and large family child care homes, etc.
