(THIS BILL COMBINES H1407, H1367, & H1605) Revises provisions relating to membership of basin boards; provides that basin board members designated by district governing board chairs are voting members, counted for quorum purposes, & basin board chairs & co-chairs; establishes water management district governing board nominating commission, etc.
