Provides for relief of Edwidge Valmyr Gabriel, as parent & natural guardian of her son, Stanley Valmyr, a minor, & as personal representative of Estate of Stanley Valmyr, deceased, by City of North Miami; provides for appropriation to compensate her for wrongful death of her son, Stanley Valmyr, as result of negligence of city; provides limitation on payment of fees & costs. CLAIM: $754,186.
