Authorizes county or municipality to contract with automated speed enforcement provider to install cameras in school speed zones to enforce school zone speed limits; provides criteria; provides civil penalty for certain violations; provides for disposition & use of funds; provides requirements for notices of violation; requires payment of certain penalties within certain periods; provides for determination of liability; provides for court jurisdiction & enforcement; provides final notice requirements; requires prohibition of motor vehicle registration renewal & transfer of title under certain circumstances; provides for collection of unpaid penalty imposed on owner of motor vehicle registered outside this state; prohibits warning or civil penalty for operator arrested or cited for same violation by peace officer.
