Summary

Authorizes President of Senate or Speaker of House of Representatives to request special impact sessions of consensus estimating conferences to evaluate proposed legislation based on specified techniques; provides for information used in evaluations to be available to public unless otherwise exempt from disclosure; requires EDR to develop protocols & procedures to be used by such conferences when evaluating proposed legislation, etc.
