Summary

As introduced, this bill requires the CFO to evaluate community development plans for financial institutions seeking to do business with the District. Community development plans submitted in the request for proposals process shall contain a description of the deposit-receiving institution's plans for meeting the credit and financial services needs of minority, low-income and moderate-income residents, elderly residents, and residents in designated development areas. It increases the weight that the CFO must give to the institution's community development score. It also requires public comment before executing option years to contracts with banks already doing business with the District.
